Works fine on my Win 7 rig.

I've never had any "stutter and sputter" issue with the radio stations when running the GOG version of Fallout 3 on Windows 10. The audio always plays perfectly.

However, that does not necessarily mean that they "fixed" the issue. Every machine is different, so just because an issue doesn't happen on one machine, that doesn't mean that it never happens on any machine.
I once heard that it is quite common that people do not have the latest drivers installed for their sound chips on Windows. Maybe check that.

The whole game may stutter and such without some basic fixes, the absolutely necessary ones have been added by GOG.
