As Rollie suggested you should be able to always hit a scorpion and then run away. This way they will only ever walk up to you but won't have enough action points left to attack you. You then only need to repeat this until they are defeated.
I think it depends on your character's stats, but in my two most recent tries I always had 2 turns if the enemy started the combat. So I would walk closely to a scorpion (Again so close that it will walk up to me but can't attack) until it attacks, so that I could hit it at least 3 times before I have to run away.
The final fight with the guard can be avoided, I think, if you are intelligent enough. Otherwise just make sure you aren't low on health. Unfortunately you can't avoid being hit if you have about 8 action points. I still always hi the guard once and then run away. You can also exploit the quicksave a bit. Save before each turn, then attack. If you hit him and hopefully he didn't hit you, save again. Otherwise, load and try again. Obviously this can be tedious, but you should be able to win rather easily like this :)

Dang it, I forgot about the most trivial solution: If Fallout 2 handles this like Fallout 1, you can change the difficulty and combat difficulty at any time in the options without having any disadvantage. So if you set the difficulty lower that is really all that changes, experience points earned, etc. will still be the same. That should get you through the Temple of Trials quite a bit easier.
