OK so fallout has some pretty awesome mods
but i have one question:
HOW DO I USE THEM!?

but i am new to modding and only started using my PC for gaming recently

Well if the mod doesnt have an installer they will normally have a text file that tells you how to install the mod. Most the time its just placing the right files into the right fallout folders. If you need help with a particular mod or mods, tell us what it is and I'm sure someone or myself will be happy to help you install that particular one.

Mate, kannabie posted this in another thread and it's what worked for me:
"just unzip the patch to your fallout folder and agree to all what your system has to say to you. after that - start a new game, cause old saves are incompartible with this patch. all the rest you'll get to know when you finish the game."
So, use WInrar or one of those programs to unzip the MOD's you have to the folder that the Fallout game is in. I *think* you say yes if it asks if you want to save over files. (I think!) And yeah, it won't let you play your old files once you've done this from what I understand, but frankly, it's worth it!

Okay, I just tried this and got it to work (like an hour ago)
Just extract the MOD files to the Fallout folder, then there should be a black and white icon, double click it and it'll pop-up with something about self-extracting files, I just said yes to that. It adds some files and you're good to go.
There's a way to edit exactly what resolution you want, but the read-me file in the MOD files says that it defaults on whatever your settings are anyway.

Ah man, I'm sorry, the extent of my knowledge is limited to my earlier posts.
I'm sure someone on here will know though.
3.Installation
Step 1. Extract to Fallout Directory
Double-click the "Fallout1_High_Resolution_Patch_v1.3.exe". Click the [Browse] button and find your Fallout installation folder (usually "C:\Program Files\Interplay\Fallout\"). Click [Extract], the extraction window will disappear once complete.
Note: If you have installed a previous version of this patch, you will be asked to overwrite some of the files listed above. Answer YES to overwrite files.
Step 2. Patch "falloutw.exe" to load "f1_res.dll"
Note: If you have installed a previous version of this patch, you can skip this step and proceed to Step3
Once extraction is finished, open your Fallout installation folder and Double-Click the "f1_res_patcher.exe". A Message-box will appear asking if you want to patch the "falloutw.exe". Click the [OK] button to continue. You should then see the message "falloutw.exe was patched successfully".
If you ever want to remove this patch, you can do so by running "f1_res_patcher.exe" again and following the prompts.
Step 3. Play the Game
The game is now ready to play at higher resolutions. By default the game resolution will automatically be set to your current desktop resolution. If you want, you can change this by editing the config file "f1_res.ini"", this is explained in more detail below. Otherwise just start the game as normal.
