My Webroot says the just-released patch is infected with Win32.LocalInfect.2. Is this a false positive?

Yes. This is a product of an overzealous anti-malware program. The patching mechanism is being misconstrued as malicious.
Third party anti-virus is mainly just a source of problems. Windows built in AV is free, included, does the job, and doesn't cause as many false positives.
Thanks. I temporarily disabled Webroot. NOW the problem is, the patch (EXE) will not run. Not even if I "run as admin."

Also downloaded multiple copies to multiple locations -- same problem.

Maybe some aspect of Webroot is still running and has quarantined that file signature.
