Nvidia GTX 860M w/ 4GB of VRAM, 16GB RAM, i7 4710HQ, Windows 10.

1440p Windows native resolution.

Running the game at 1080p fullscreen has the game stuck at 30fps, a very laggy 30fps.

If I disable game's vsync (iPresentinterval=0 in the two files in My Games), the framerate goes higher but ONLY in windowed mode. For some reason fullscreen retains the 30fps limit.

If I try to play in a window (which I rather not do for obvious reasons) the game will play like that but with excessive tearing. More than I have ever seen in any game. Forcing a limit through nvidia control panel, say for 45fps, will reduce the tearing a bit. Still it will be at 45, with tearing and in a window. Not the best.

Playing at 1440p the framerate no matter what the settings remains from the 20s to barely touching 30. Any changes to the settings do NOT alter the framerate. Which is insane, but also makes the game unplayable for me.

Solutions?

I found a solution which works. Too complicated to type here now. I will make a video and link to it here if anyone is interested.
