Hello Children!
Boy howdy, do I have a fix for you today.
I spent far too long looking at forum posts, guides, tutorials, and other bullhonky to piece together the solution to my problem. I have spent most of today reading forum post after forum post, drinking coffee after coffee... until I finally got it.
Has your game speed been a little... funky? Is your game running too fast? Did you finally get character lipsync issues squared away but can't seem to get rid of this weird stutter whenever you strafe and turn your camera? Do raiders fire all five rounds in their .32 handgun into your face before you even pull out your weapon? Do flame effects look more like a timelapse than normal speed?
Listen here, kiddo. I have found the answer.
I'm sure you have been told to change a certain setting in the Fallout.ini file, and it may or may not have worked, but for some, the game went flying off the rails at mach jesus gamespeed. Here's how to fix it.
THE FIX
PLEASE READ the entirety.
Step 1: Open the Fallout.ini file, and find a setting labelled "iFPSClamp=0" Change that zero to your refresh rate, baby. (and don't forget to hit save.)
Step 2: From the launch menu, click on settings, and ensure that vsync is ON. (trust me, just try it out. this all works in concert; this song ain't complete without an orchestra.)
And that's all baby! It was your refresh rate this whole damn time!
NVIDIA/AMD USERS:
Make sure whatever graphics card settings software you have does NOT override the game settings regarding vsync.
And that's all folks. It is just about 12:30 AM and I just had to push this out there while it is still fresh in my mind. Will polish this up tomorrow, and hopefully post this into more forums so the information is not lost. Please comment and tell me what you think, because I have no idea how widespread this issue is, as I had some severe trouble finding posts with EXACTLY my issue.
