I just got this. It boots up. I got it here instead of steam because i don't understand how to do all the mod fixes but it looks like i guess i need to learn. When i pan the camera i get choppiness and moving around i get stuttering frames. Any solutions? Thanks.

Yeah i was typing in a rush.

I tried v-sync off and it didn't work so i went and downloaded a few things. Which are:
Fose
Stutter Remover
Unnoficial Patch
4gb patch
A ENB something thingy ( i don't remember )

None of that helped but should i enable v-sync through Nvidia custom settings maybe? I'll try v-sync now that i have all this stuff on/ off and see what happens. Thanks for replying at the least. Something's gotta give eventually.

Sorry for the late response. I wanted to test it a bit before i jumped for joy. This solution worked. A weird thing happened when i did it though. My characters body got deformed. I was giant and had very long arms and a huge head. At first thought it was a effect of the RADS but i don't remember FO3 ever having a mutation feature. On that same forum you sent, someone said the same and the solution was to turn on v-sync. That made it go back to normal. So weird. Anyway's, thanks so much for the help. Have a good one.

I just wanted to come back and update. I have to take back the character deformity bug fix. After awhile the character reverts back to being deformed so while v-sync initially wipes it out, it doesn't stay gone permanently. So this solution does fix stuttering but introduces this new bug. I don't want to bother you any further but would you know how this can be fixed? I can definitely deal with it more than the fps tanking but i don't know if the character model will keep stretching if left unchecked. lol

Honestly I don't think this is related with the solution for micro stuttering. I have some questions for you.
Are you sure you don't have any mods installed? Are you on a fresh install? Are you possibly using a saved game created when some mods were active? Could you describe what you did after reading the guide I posted?

I suggest you to purge the game from your PC, removing all the configuration files too. Then reinstall it, open the "%USERPROFILE%\Documents\My Games\Fallout3\FALLOUT.ini" file, look for "iFPSClamp=0" and then change it to "iFPSClamp=60", save the file and run the game.
If the deformity problem persists, try setting the game to run in compatibility mode for Windows XP; but I warn you: this is a shot in the dark because I have never heard of this bug and unfortunately I have no idea how you can solve it.
