Bought and installed Fallout 3 GOTY sold by GoG. It runs fine on Windows 10 64 bit except whenever I try to pick a lock the bobby pin is stuck hard to the right. I can hear it moving but it doesn't move when I try. The only controllers I have plugged into the PC are a mouse and keyboard.

I have tried this on two different computers and the same problem occurs.

My systems:

Windows 10 64 bit
Mouse and keyboard
Quad Core Intel CPU's
NVIDIA graphics cards
16gb and 32gb of memory

Game was run at a resolution of 1920x1080 and 2560x1080. Made no difference in the issue.

Is there a fix for this ? I have seen in the forums on STEAM that someone else has the same issue but no fix was posted. Please help...

What I've heard about issues like this before is that sometimes unplugging or not having a controller in isn't enough, and that you need to either restart the computer without a controller plugged in or somehow disable that controller.
My computer has no other controller installed or plugged in. So I don't see this being an issue.

do you have a touch screen?

try disabling your touch screen.

it is a second controller.
