Is there a way to reduce the speed of the gameplay to what it was originally? Because I notice that the game is sped up a little bit.

Press ~ to open console, type set timescale to integer. The number you enter as the integer is how many minutes one real world minute is in game.

If you set it as 20, one minute in real world is 20 minutes in game.

If you mean the movement speeds of everyone, better use mods for that so it's easier to adjust. Here's some:

Same thing happened to me when I tried capping my FPS at 60. Fame sped up and the npc lip sync was off. For me the problem boiled down to refresh rate on my monitor. My monitor refresh rate was set to 120Hz while the original game on Xbox and PS3 was capped at 30fps. I changed my monitors refresh rate to 48Hz and capped the games FPS to 47. Worked for me.
