I recently bought fallout 3 on GOG because they said it worked flawlessly compared to the steam version. I installed it and it launched properly, but when I click the "new game" button it just crashes. Ive tried everything (at least the things I knew how to do) but it still wont work. Ive tried, with no success, the following:

The intel graphic card thing with the mod to resolve it: result: the game crashes at launch.
re-downloading it: same problem
checking and repairing it: same problem
running the game as administrator and changing the compatibility

please help I am really pissed of as it was my understanding that it would work on GOG. Thanks!
Are you using an Intel graphics card? Intel cards weren't on the supported video card list for Fallout and GOG didn't do anything to change that. The GOG version only includes some general fixes. I know some people run a mod to get it to run with Intel cards, but I don't have experience with that particular issue.

However, I know from past experience that sometimes there are left over files from prior installations that have screwed up my installation from running. Generally I uninstall the game, delete the folder that it was installed to, and the folder that it creates in My Documents. I've also had to delete a folder located at C:\Users\PROFILE\AppData\Local\Fallout3 (where PROFILE is your user name profile) for some Bethesda game as well. I believe the AppData folder is marked Hidden by default. Then I reinstall the game. Hopefully that works for you.
