I had issues with fallout 3 on Steam, so I bought it here
However, NO MATTER what "fix" I try, the game will launch then immediately crash displaying the "Fallout 3 has stopped working" message, I can't even get to the start screen

GPU: Radeon RX 580 Series
CPU: Intel(R) Core(TM) i7-4820k CPU @ 3.70GHz
Memory: 16 GB
Resolution: 1920x1080
GPU driver version: 27.20.15003.5017
Operating system: Microsoft Windows 10 Pro (64-bit)

What fixes have you tried ?

If you can name it I've tried it, short of a factory reset of my hard drive

I'm no expert but maybe I can suggest some things others have posted before. But let's make sure of something.

Do you still have the Steam version installed while trying to install the GOG version?

If not, you could try moving the settings or .ini file to a backup location and see if the game generates a new one.

If you do have a Steam version installed, maybe backup any saves you have and uninstall both and if you have any programs cleaning programs (mine is Norton Utilities Premium) and then reinstall just the GOG version.

I'm not an expert here, just some things I've tried for other games to resolve crashes. So, verify these suggestions just in case maybe.

Also, as Danber mentioned, you may want to list the fixes you've tried so far. It's hard for people to suggest things w/o know what hasn't worked so far. Or people may get ideas off of what you've tried so far. Just saying. :)
