Installed Fallout 2 with the restoration patch and the fps seems to be very unstable. I'm at the very beginning (the Temple of Trials) and there are very few areas there where the game runs smoothly. I read that the general consensus for fixing that issue is deleting the ddraw.dll file. However, when I did that, the game simply didn't start and displayed the following error message: wmInit::ErrorLoadingCities.

Trying to run it on my Dell Inspiron 1526 laptop with Windows 7.

I tried it with the unofficial and high reso patches and it still lags. I noticed that the lag comes in when I choose the dx9 mode. I would play with the 8-bit mode, but I cannot because the game displays some weird colors (the hud is greenish for example).

Ignore the parts he talks about Steam.
Create the .bat file, and see if that solves your problem.

Doesn't work sadly. The hud is still green. :(
Go to the fallout2.exe in the game's folder and deselect the "Disable Scaling on High DPI Displays" option." Does that change anything for you? I don't know why, but unchecking that fixed the "rainbow" colors I had in 8-bit draw mode.

Have you checked both ddraw.ini AND f2_res.ini?

- In my ddraw.ini, in the [Graphics] section, I have "Mode=0" (without quotes obviously), which is 8 bit fullscreen.
- in my f2_res.ini, in the [MAIN] section, I have:
-- "GRAPHICS_MODE=2", for DX9 mode.
-- "SCALE_2X=0", so no scaling.
-- "COLOUR_BITS=32"
-- also SCR_WIDTH and SCR_HEIGHT set to 1024 and 768, respectively - but you'd set these to the resolution you actually want to play F2 at.

Yes there's a mismatch between Graphics modes - trust me, it needs to be this way if you want to use the hi-res patch.

IMO the best way to change anything in the f2_res.ini is to use the handy little f2_res_config.exe program, which should be in your F2 directory after you've installed the Restoration Project.

Actually if you don't have the latest RP, ensure you install that onto a CLEAN install of F2. Earlier versions of the RP required lots of tweaking of ini files to get right on my PC - so much so that I kept my old ini files between versions just in case I forget what I tweaked so I could copy/paste my settings!

However with the latest RP I didn't need them, as I did all the tweaking from within the F2 screen options menu without any ini file tweaking required.
