Whilst Fallout 2 does have slightly better graphics than its predecessor and is a far larger game, it lacks something Fallout one had; it was the first installment of this game series. This in itself brings problems to Fallout 2, as it will have to overcome the shadow of its predecessor. Many say that it has done this remarkably well, but I disagree.
Fallout two is said to have no time-limit, but when I find myself wondering around with the aim of gainin exp and getting to know every small part of the map I also discover that the time-limit does exist. It starts by you getting messages about the distress in your village and then, all of a sudden one might say, you get a message that the village has basically died. Great. No time-limit, but still a limit. This basically makes me, at least, try to find the GECK (without using walkthroughs) asap, and thus have far too few levels to actually get anything done, which in turn gets me killed all the time. I'd say that a time-limit was nice, because then you could pace yourself, although, fallout one did have a tad too easy a limit, for if you know what you are doing, you can easily get through that mission before the time even almost starts going down.
Of course, having never fully played through Fallout 2, I am a bit too subjective on this, thus I must point out the good things in it.
Firstly, it has retained much of its humour that was so predominent in Fallout 1 and it has actually added great inside-jokes. As said, the graphics are slightly better, and many things have been made more convenient, such as taking the items from bodies etc. with the addition of the "take all" button. Also, the game has been made more challenging in many ways, which I think would be brilliant were it not for the time constraints on that GECK. This was a fault in Fallout 1; it was too easy in many parts, most notably the fact that one could raid the mutant base with a rather low-leveled character.
So, as a final summary, once you get the GECK in time, I think this game has a lot to offer, especially to hard-core gamers who don't mind having to be on the edge of destruction all the time.
