I was browsing these forums and the Internet on top for a 'real' solution to my sudden problem:
Win 10 PC and a 144Hz 1140p monitor (DisplayPort) - nothing worked following other peoples advice.
f1_res_Config would not work unless I used 'basic' (non-DX9) version. The game DOES run eventually, but the framerate is like 1 frame per second. Compatibility modes also had no effect, trying to solve this issue.
After a few more hours, I was thinking "how about DxWnd Wrapper?" and somewhere in THOSE forums, I found the solution:
DELETE THE INCLUDED DDRAW.DLL FILE INSIDE THE GOG FALLOUT FOLDER!
Suddenly, the game ran smoothly on my 1440p 144Hz monitor! No issues, anymore!
Seems like WIndows 10 DirectDraw API emulation will not work very well with certain old games. (A reminder: developers were able to manipulate the API on the user-level, kernel-level, AND driver-level ... so, it's no surprise that 20 years later it is a mess and there is no 'one-size-catch-all' solution, trying to make old games work, these days.)
I wrote this to help anyone in the future, searching these forums for an answer, preferably before they too waste hours of their life.
