(yes I did post something like this a second ago, but forgot to make it a problem/question).
I'm not sure how to make a bug report so I'll just post it here, maybe you guys can lend me a hand with that.
But basically yeah, there seems to be an issue with the high res patch on Fallout 1 when launching the game trough GOG Galaxy, if you are using the "basic" graphic mode of course there are no issues, but as soon as you switch to Dx9 pic related happens.
When launching the game trough the normal .exe in the install folder the game works fine, so it's only when trying to launch it trough Galaxy that this happens, and I guess that means it's a compatibility error between the 2.
In any rate, I figured it would be worth pointing out, see if someone else was having this issue, since I didn't saw anyone else talking about it, and if it can be fixed, then great.
