Waltorious: Can you give us some info on your system? What OS are you running and what graphics card are you using?
If you're in VIsta or Windows 7, some typical things to try include installing to a directory OTHER than program files, running the games as administrator, and trying running them in compatibility mode. If you have a multi-core CPU, you can try setting the affinity of the games to one core only; do that by launching the game, then opening task manager and finding the game's process, then right-clicking and choosing "set affinity" from the menu.
Finally, another standard thing to try is updating your graphics drivers to the latest version (yes, this does help with old games sometimes).
I haven't encountered your specific problem but those are some general things you can try. Has anyone else seen this issue before?
I've figured it out. If you go the support page for Fallout 2, one of the topics is the issue where your game runs slowly. you have to remove the draw file or whatever. This introduces a color issue, but I've already patched that via outside program.
