Because I always felt that 1 and 2, were made to rely solely on using guns.

For example, in a battle with four raiders, holding a gun each. I have to walk up directly to them, but they keep moving away from me. And constantly shooting at me draining all my health and I'll maybe get, one, two hits out of them before dying.

Or at least, that's how I ended up getting killed so many times.

Is the game biased towards close combat? Or am I doing it wrong? If so, any tips?

What are your skills, Perks and attributes?

Don't want to post the other way round, otherwise you could just look at walkthroughs or similar ;)

But in general, the old saying: Don't bring a knife to a gunfight, is fairly true in Fallout.

I was talking about multiple attampts in mulitple saves so I can't really say what my perks/skills/attrributes are.

In fact, I was asking this in preparation of starting a new save.

I guess it's a self-imposed challenged if anything then. ^^;

It works quite well in Fallout. If you start with the fast shot trait you only need 2 AP per attack and adding the bonus HtH attacks perk at level 6 will even half the costs, allowing for 10 attacks per round or even more.
I replayed the game with a stupid (1 int, per, cha) melee character and he was surprisingly powerful.

To add to kmonster's post:

Use cover when you can. If a map has tents or buildings/ruins. Run inside the tend or behind the walls. Not only will enemies come to you, but if you stay inside the building/tent blocking the entrance (specially if there is only one entrance), you can deal with enemies in less numbers.

Also use enemies as human shields. Position yourself in the right angle so enemies have to shoot you with their "friends" in the way. Sometimes they will hit their mates instead of hitting you.

Make sure you have the most AP possible and make a character with good HP. Use "combat drugs" for hard battles too (psycho is a must).

Fast shot forbids targeting, so I'd skip it.
Max endurance, agility, take bonus move and action boy. Perception better be at least 6, otherwise enemies will get double turns.
