I'm referring to a character that doesn't depend on critical hits to inflict damage but rather uses weapons with high dps, such as Miniguns, Gatling lasers, Flamers, etc.

Like my other planned build, the critical build, it would have all skills maxed, using weapons from all categories, using Unarmed and Melee Weapons for ammo conservation against weaker enemies, applying Paralyzing Palm with Unarmed in VATS, throwing Nuka Grenades, etc. VATS is used mainly for applying Paralyzing Palm or throwing grenades accurately because Big Guns don't perform well in VATS.

Instead of making the snide responses in the Wasteland Survival Guide quest to increase critical chance, the tough responses are made for the increased damage resistance bonus.

I'm thinking that Eugene is the primary weapon for most encounters, Vengeance for the toughest enemies, using other weapons such as Flamers, Nuka Grenades, and other high-damage weapons that sacrifice critical damage or chance for higher damage, such as Man Opener, Fisto, etc.

The best armour would be either T51-b Power Armbor variant together with Ledoux's Hockey Mask for more APs. Perks that increase critical chance or damage aren't taken, so this build has more perk slots open.

In Fallout 3, you can make a character that can practically do anything and suit any style because you can max all skills by level 30 and even optionally pick a perk that can help max all SPECIAL stats.

With that in mind, is this build even worth making? Has anyone ever tried it in the Game of the Year edition?

When I think "tank" character, first thing that comes to mind is a melee based character. If you're ranged, I would imagine getting as much hit chance as possible is a priority, since that goes down with range. Critical chance/damage is nice and all, but if you miss a lot, that might defeat the purpose maybe? (you're probably need some type of DPS tracker to really tell the difference) Also, the more you miss, the more ammo you'll need to carry. :)

I haven't played this game in a long time. But I used to snipe a lot and cover was more important to me than armor. Of course, how skilled one is with their mouse and quickly zooming in, played an important part in taking the target down before they take you down.

But it's a forgiving game, so just about any build would work I imagine. As far as a tank character, unless you plan on going toe-to-toe with every enemy, you're pretty much a tank as soon as you get that power armor regardless of what your build is.

So a ranged tank is viable too, if you plan to avoid cover and just duke it out at a distance, like in a showdown back in the Wild West days lol. Whether if it's efficient, is another matter entirely and too many factors involved.
