In past playthroughs, I've been raising Sneak to 120% in both games, Speech to 120% in the first game and 175% in the second game to pass the hardest speech checks 100%. With Fast Shot builds, I raise combat skills up to about 125% in both games.

Does this sound right or is it too much?

Any build where you can win the game is right. Part of the charm is trying wildly different things. I know I have seen guides for minmaxing for the Fallout games; might have been on No Mutants Allowed. That is all I am going to comment on this.
