Not a problem that requires solving but I just want to point out this problem so others can avoid it. If you go up to the gates of Junktown at night a guard will warn you to put away weapons and will also tell you that Junktown does not accept visitors at night, not only this but the guard will instantly become hostile (Yes it is a very bad design flaw) and will attack you. To add to this, you get this problem when you are LEAVING Junktown too! If you walk out the gate at night the guard will give you the same talk as if you are entering and will become hostile. To prevent this flaw from affecting you, only enter/leave Junktown in daylight hours, if you happen to be inside Junktown when it is dark, just use first aid on yourself or your dog or rest until it is day time and then you can leave.
I didn't have a problem with leaving Junktown at night. I think I did it at least once and the guard didn't react to it. Also guard never attacked me when I only approached the gates at night, armed or not. Only if I moved on towards the gate after that he would attack me.
But I wouldn't be surprised if the guard's recognition of that is rather flawed and therefore was a little "buggy" when you tried it :)

The guard AI needed to be improved a bit, Fallout 1 unfortuneately is known for poor AI but was fixed in Fallout 2. Just don't risk it though if you ever get this bug, if you do get the bug, load your last save immediately. The guard will permanently remain hostile and so will every guard in Junktown, so it's better to be safer than sorry
Alternatively, if you have your weapon out, and you are asked to put it away, there's an option (the nicest option available) where you apologize and etc, and if you go through that little bit first, he's more likely to let you in at night, because he sees your moral character.
Yeah I think that if you talk to him before you move past a certain point you can say that you need to enter/leave and convince him that it's important.

If you speak to him outside during night you can convince him to enter (speech check or something), if you do this you can enter/exit at night forever. But if you have not done this or fail the check you cannot enter or exit during night. I don't know how much speech you need to have a reasonable chance to pass this check, and I don't think per's guide states the amount either. (google "ultimate fallout 1 guide" if you want to, but I recommend playing through once before reading too much in the guide).
Small quirks like this in Fallout make it worth saving in a few different spots.

I did all that, asking about weapon laws etc. but I was still attacked by the guard and I had my weapon hostered
Yep, it's charisma and speech based, so if those suck, so do you, bullets that is.
