I just want to know if equipping a decent/good armor and taking evasion perks will pay off and make it so you can go toe to toe with the guy with a good gun? Ive beaten the game 3 times with blowing up the place but never faced him toe to toe with a gun or weapon.

Id probably use a melee weapon rather than a gun as I beat it mostly with that except master.

It worked for me as I recall. Though, I made a save just before my encounter with Master, and even though I was able to shoot him to death and get away fairly unscathed, he and the super mutants that appeared ended up killing all my allies so I just reloaded my save and talked him into committing suicide. =/
