I would like to change the language of the fallout NV but I do not know where it can be put in Spanish, being that the description says that they have in multi language.

in the start installer only comes: Ingles, Aleman ,Chino y Portuges

¿how do I solve it?

Are you using GOG Galaxy? There's an option which allows you to select language version there.
