The one problem I have with old games is resolution. This one doesn't even have an options menu!

There is an options menu, it is called "preferences" and it is reachable from ingame.
In order to change and set your desired resolution, you need high resolution mod - check out the FAQ, I posted ideal installation procedure with the highres mod included there.
As you probably know, Fallout 1 was made in 97 - and back then, 640*480 was as good as 99% of games got.
Anyway, check out the FAQ...it is there.
You need to use Resolution Patch found in the MODs topic.

it will tell you how to change resolution via text.
Never mind, My monitor has an auto adjust feature, it auto detects how it should display.

If it's LCD the game will probably look like crap in 640x480. I know it liiks like that on mine monitor.
