I was working on the Blades quest and stopped just short of fighting the regulators. I diverted to raise some cash and experience hauling caravans over a few weeks and then came back to the Boneyard. The Gun Runners claim the Regulators are out of town, but Razor has disappeared and the regulators are all about town.
Is this a bug? Is it a known bug? Have I missed something or does Razor travel to places I'm not aware of?

I'm not sure if the problem is exactly the same, but there is a thread about a rather major bug in that quest line:

Thanks. I'm aware of that issue and this may be related somehow, but the big difference is that the regulators are still in control and Razor just up and disappeared. No body. I've started another game in the meantime.
