I don't think there is any specific shop, but as far as I remember I was able to buy these in San Francisco.

You can find it at NCR Bazaar weapons shop, the San Francisco weapon shop like lilim said and sometimes in Vault City.

I think it was the Amenities office that stocks it in VC. I'm actual on a playthrough right now but have moved onto New Reno.

(btw, random encounter size depends on your party size, so that's something you might sometimes want to do solo, as awkward logic it might seem)
