I was eager to build first settlement, but that enthusiasm quickly died when I realized that the settlement building in this game is utterly broken.

1. Settlers rarely arrive. Days later I had three settlers. More days later and I still have 3 settlers.

2. The number of settlers fluctuates. Sometimes I have four, sometimes just one.

3. Settlers cannot be assigned to resources and stores. In fact, settlers are glued to one spot and never move. You can assign them temporarily to a shop, but they won't go to the shop and if you leave, they are unassigned when you come back.

4. Because the number of settlers fluctuates, sometimes I have enough food and sometimes I have none.

5. The settlers complain about a lack of resources that are plentiful.

It's broken, guys. Just broken.

I don't know where to report of this to the Developers, so I hope they come here from time to time. I know they're using Discord, but I can't log into Discord; there's a glitch where I never get the email I'm supposed to get when I sign up.

Are you building on London Bridge by any chance?

I was building London Bridge, which is an awesome site.

Then I decided to go and find Covent Garden, and spent 3 hours building there. Set up my beacon. Same problems there, too. Settlers can't be assigned, they just stand in one place.

Is there somewhere other than Discord where I can report this to the FOLON team? This is making me not want to play their game. I was having fun, but this is really disappointing.

Well, there is kind of a goofy workaround for part of it. When you get settlers you have to highlight them, select move and tell them to go to the very settlement that you are standing in. Then they might work correctly.

But this doesn't fix supply lines, they just don't work. There's not even a place in the Attaboy to show supply lines. It sucks because I play on survival because I like to torture myself I suppose. You know that moment when you travel for miles and finally set up another settlement with the basics and are so relieved to send that supply line runner knowing that you will now have access to all that crap you gathered up and dropped off at the other one? The disappointment ... *sigh*

Plus this is after I finally have the mod set up so that I *think* I have eliminated any crashes.

Settlements are pretty borked right now, not gonna lie. But that's ok, maybe it will be figured out by the time I have enough materials to actually do any serious weapon mods anyway. It blows my mind that people have already blasted through the entire Fallout London storyline. We all play differently I suppose.

This worked for me at Vauxhall Grove Construction with a couple of caveats.
1. When moving the settlers the settlement comes up as Lambeth Construction.
2. The work assignments were only saved when I assigned the settler first, and then told them to move.

I did a full save and restarted the game and verified the assignments were still intact.

From what I've seen, food (crops) and beds are auto-assigned to settlers just fine. But stores, scavenger stations, guard posts, etc., cannot be assigned, or at least they visually don't look assigned. But when I look at the workbench, there are tickets stored in the workbench, so that means the stores are indeed bringing in sales. Maybe this is a visual bug after all. Also, my settlements never seem to get attacked. Is it because Preston Garvey isn't here, so no settlements need my help?

I'm not experiencing any of those problems, but that's mostly because the game just crashes every time I try to enter a settlement ...any settlement.

Well I was doing fine with most settlements everyone did their jobs I had around 10 people in three locations. Everything was going fine until I messed around with London Bridge after that everything became broken. After I got that settlement populations dropped form 10 to 8 (the bridge jumps between 2 to 14 randomly), people started refusing to be assigned even a trade route disappeared, and I can not get it to reappear nor any of them to work properly. I've gotten pretty far in the game so I don't want to backtrack that far again so I'm just going to use them as dumping grounds for my loot, and not mess with that part of the game until they (or someone else) fixes it. At least I have three working shops to earn some tickets.
Below are my settlement issues, and their workarounds, if found:

ONE:
Settlers can't be assigned to beds. The "orange" unassigned icon shows on both the beds and the settlers. Happiness rises and falls, so I don't know if beds have to do with it. Settlers never sleep in their beds. If I try to assign them to a bed, they RUN to the bed, sleep in it for a few seconds, and get back up. Maybe they drink too much coffee.

TWO:
Assigning jobs to settlers is tricky. If I assign a structure to a settler, the structure shows that it is assigned, but the settler isn't. But if I press R on the settler and "move" him or her back to the current settlement, he or she is suddenly assigned, and will stay assigned. Shops, guard posts, and scavenger stations can be assigned this way.

THREE:
Assigning a provisioner only works if the supply line doesn't involve London Bridge. Any supply line to or from London Bridge won't work, meaning that resources aren't shared in the two locations. Otherwise, a supply line will work right away. I set up one from Covent Garden to Biggin Hill, then I traveled to Biggin Hill and the shared resources were already there. London Bridge seems broken, as others have said.

FOUR:
Beefy, the named NPC at London Bridge, has disappeared after I claimed the London Bridge settlement. I'll wait until a patch comes out and hopefully fixes this. I try to avoid using console commands.

my own findings:-

Spawning of settlers via beacon is broken, do not use. Instead spawn settlers via console:- placeatme 20593

You can then move settler via build menu, settlers then work as in base game.
Settlers appear to only use beds that are from f4.

Avoid London bridge settlement.
