I had the same problem. Try to get the Atta Boy first. For me that worked out, but I am not sure if this was the 'real' solution.

What seemed to work for me is to set things to "Windowed Borderless"

My settings that seemed to resolve it in screenshot.

use console command 'SetPlayerAIDriven 0' to unfreeze yourself

I think that I've isolated what causes this bug to manifest: if you use the movement input (left stick, or W & S keys) to navigate through the terminal, then the bug will manifest when you leave the terminal.

Personally, I use a controller to play Fallout London. I noticed the terminal-exit-immobility bug, which seemed to be intermittent. After a while, though, I realised that the bug seemed to always manifest if I used the left stick to move up and down through the different entries in the terminal; and the bug seemed to never manifest if I used the D-pad to move up and down through the different entries in the terminal. Once I started forcing myself to used the D-pad only on terminals, the bug didn't occur again (except one time, which I suspect I might've caused by accidentally nudging the left stick).

I haven't tested this with keyboard input, but maybe it's the same? Maybe if you force yourself to not use the W & S keys to move up and down through the different entries in the terminal, and you instead use either the mouse or the up & down keys, then the bug won't manifest again.

For people playing on Survival difficulty, the console is unavailable.
