I've installed, re-installed so many times. I installed BUFFOUT 4, and updated F4SE -- I cannot get this to run. Only when launching from Steam does it start up, then I get the F4SE: Fail error. I tried launching from f4selauncher.exe and that did not work. Does not work from GOG launcher either -- in both cases, I just get the cursor "gear" icon. HELP!
Ok, fixed it. Followed directions for re install. It switched game resolution to 1080p (vs native to). Seems to work now
I take it back again. Played for a while, then shutdown the computer. Restarting it and the game, I again get the gear icon. Not sure if it's related to Nvidia graphics drivers, or some sort of file configuration problem. Very frustrating.

Update: Only works when I launch through the Fallout 4 application. This is so frustrating. Close to giving up.

Update 2: And only also works when set to windowed mode -- but of course, it's only a % of the screen. Seems to be a problem with the launch and full screen, with a steam based install.

I guess it' not quite ready for prime time, for Steam users.

Final edit: Ok, I had set the FPS to max out at 60 FPS in the NV control panel. That works fine for Fallout 4, but not for Fallout London. Weird. Removing that allowed me to launch it from the loader...

Steam install is far more involved, you MUST DOWNGRADE or it will never work at all. It does not work with the base install of Steam and never will, this will take you quite some time to get going follow the instructions carefully.

The GOG install only requires a few clicks to run: Install F4 > Install London > Launch London and do what launcher says > click play.

All graphics options can be changed via the F4 launcher if desired after London is installed via its launcher. Fullscreen runs great no issues so far on the GOG release.
