This is for the quest "It Rises In The East".
When talking to Giovanni, is shows me "dialogueentry" as if it's a possible response, but it isn't actually selectable, so I don't seem to be able to recruit him.
When talking to Stanley, I get an option to ask about his conversation with another npc, an option to buy/sell stuff, and an option to say goodbye - no option related to recruiting him to the Good Samaritans.
Is anyone else having the same problem here?

Yeah this is a known issue. No fix I've seen as yet (including setstage in the console). Will post one here if I do though as I'm also stuck.

I have not tried this yet (suggest a proper save first). but maybe try this?

Use ~ key to access the terminal.

Copy/paste this:
setstage FOLON_SQEastminster104 155
Hit enter.
That will finish Giovanni.

My gun dealer was bugged for the quest too and for that one you need:
setstage FOLON_SQEastminster104 154

Doing these 2 will add their recruitment to the mission and all you need are the other 3 to complete.

Those commands worked for me as well, at least to complete the quest - I talked to the weapon dealer first this playthrough while he was still in front of the steps for listening to Toby's speech, and I haven't seen him move from there yet. Only a minor problem if he's stuck there, though - I can still trade with him.

I was able to recruit all samaritans, but I had to heed to order.
For example, the gentry girl will not even offer you samaritan-specific dialogue, before you don't speak with 2 other samaritans.

I did not note the order down, but I just run from one to another.
At the end, I got them all signed in.
