I bought both DLCs but after installing them, I can't see any of additional content, just the base game.

No it was via the offline backup installer.

Wait... is it mandatory to be online (even if only the first time) to install properly the DLCs?

Hey there! We've tested it and confirmed that it is not required to use GOG GALAXY or have an internet connection to access the DLCs. Seems like it was an individual issue.
