Program knows when I'm trying to use my game controller as the on screen control suggestions change.
But, buttons on controller have no effect.

No axis control, no game firing.

Grab mouse and control works. When I do, on screen control suggestions give keyboard/mouse suggestions.

Do Game Controllers work in this version?

I'm experiencing the same using a DS4 without any 3rd party tools.

Edit: It works using input mapper

What type of gamepad are you using?
Could you please go to 'Settings > Input > Customize controlls' and check if you can manually modify the bindings there?
Can you also check if the device is maybe recognized in the 'other' collumn?

As Mordeth_Kai pointed out, a 3rd party input mapper might work as well.
