I started a EU3 session as the Hanse a few weeks ago.
May goal was econimicall controll=controlling more then 50% of the trade all over world and i restricted myself with a number of rpg-rules, like no war aside from tradewars expect against Venice, genoa and Nowgorod, enemy trade centers has to be destroyed expect for Venice/genoa/Nowgorod that can be taken over on roll 15+,etc. ...

To my surprise(i play more aggressive most the time) i was quite a deep and fun game, until i manged to dry out or destroy all COT's at europe, north africa and near east expect for the one that castille owns and got most countrys to join the Hanse.

At this point COT's started to pop at at countrys that did not had the money or should be even forbidden to spawn one because they're part of the Hanse. It seems that the game just spawn random COT's if a region is below a certain number. After some testing i can say that Europe+Northafrica need at least 4 COT's in europe and one muslim COT around the mediterram sea.

Does anyone know a way to stop EU3 from spawning new COT#s out of nowhere?
