I've been playing allot recently and have gone through all the missions with my friends. One friend said he can build prisons but yet I cant find this feature. I have Game of the year edition and still dont have it.

Is it steam version only? If so I've bought the wrong game essentially. I think I must be wrong here since It doesn't make much sense to sell 2 different versions of a game without stating it anywhere.

you are correct. They are only supporting map editor for the Steam Version...which is a pity.
