I'm having consistent problems with game speed -- it will speed up and slow down randomly, as if my computer can't handle the graphics (which is laughable.) There doesn't appear to be any common threads -- it occurs regardless of map or mission.
Help?

Could you post your OS and system specs please?
Its also always a good idea to send a message to GOG support about your issue and to attach a dxdiag if you haven't done so already.

Mine is an Athlon 64 3800+ 2.4Ghz 512 Ram, with a GEFORCE 7300 LE 256MB

So I noticed when I would be flying around cities it would seem to smooth out, and when out in the open I would get crazy framerates, actually it seemed to go into overspeed and I would end up in timbuktu or whererver... I opened up the nvidia control panels and turned on all of the antialiasing and any setting that would use up some processor juice and the game ran a lot smoother. I will play around with it some more and post what I find.

Try forcing Vsync on the nvidia control panel for just that game. It may help smooth the frames out.
You also have the minimum Ram required to play this game which could also be causing some of the lag. Putting at least another 512mb in your system would probably help more then anything else you could do.
