now, it might just be me playing badly, but, even with a jetty, a well and a raincatcher or two, even when connected with dirt roads and the stock is at an eternal zero

I think that the water carry capacity is too low, the water carriers are too slow or the settlers too thirsty, could it be a bug, or a balance issue?
i fiddled a bit with not having a jetty and seems that the best way to build/mantain a water stock is wells and raincatchers, the jetty seens to be simply too inefficient and the carriers like it way too much
It's a tricky thing though. There are several different ways to store and distribute water in your settlement. For starters, a jetty and cistern are the safest way. And remember, the placement of buildings is pretty important as well. The distances between jetty/lake and water storages as well as houses have a big effect on water distribution and how quickly you can stock water.

And to quote our FAQ: Settlers prefer the Jetty and the Well over the Rain Collector. They do this to give the rain collector time to fill up and be full if the lake dries up during a drought.
I'm old school city builder, like Pharaoh and Zeus... and so I'm used to settlers not liking their maintenance buildings being in their housing areas. So I've been putting the cistern on the edge of the "town" near the jetty. But maybe I should start building the houses next to the cistern/jetty.
the way i managed to make it work is to put the cistern/tower straight in front of the jetty, that seems to be the one way to have the watter build up, but i do think the carriers should carry more

Exactly. We also have adjusted the amount the water carriers can carry with the latest patch. :)
