sometimes, when im zoomed out or playing some time in the left/right sides of the camera get a blue hue and crackle like static
is that an ingame effect ?

It is an ingam effect. It shows you where and the amount of radiation in your near viewing area. :) You should also hear a geiger counter and see flowers growing between the gras.
