Game runs way too fast, while already being core limited and VSync already being on both in game and in drivers. Even tried capping the FPS and it didn't work. The speed of videos is fine, and the FPS is fine, but the game itself runs way too fast, so subtitles breeze by, menu entry animations flash continuously as opposed to fading in and out, and the main menu itself times out before it can even display the menu options and it goes back to the eagle animation.

Running on an Ryzen 7900x3d, integrated graphics.

Try setting the polling rate of your mouse to 125 Hz (read here).

I use a wireless mouse that doesn't have this option, but even with the mouse disabled this bug persists.
