From what I understand, EE is limited in the modding you can do to it.
You can hex edit some of it and change some stuff.
I doubt you can add new resources, but I might be wrong.
You can also use EE Studio to extract data.ssa and tinker with it.
There is a guy at Empire Earth Heaven that is working on "EEv2", which is supposed to add new stuff.
