andrew: In your game folder, in the "Empire Earth" directory you'll find an unsuspecting little application called rmvparse.exe- Make sure you change it's compatability settings along with the other executibles (Empire Earth.exe, and EE-AOC.exe).
I use Windows 8 Mode. I also specify my graphics driver in the game settings. This causes the game to crash but then it works fine upon restarting. Whenever I troubleshoot old programs, I always keep an eye out for hidden executibles. I hope that this helps.
