Hi everyone, I hope this is the right place to ask this.
Sometimes when I'm building units, it stops almost at the end, the red bar on the building icon arrives near the end and then it "bounce" back. It often happens with ships production, and even if I didn't reach my pop cap.

Also, what is Naval Yard garrison for?

Is this happening is a random skirmish or in a scripted campaign scenario?

Maybe the campaign scenario has an enforced limit on the number of certain units, so you get this "refusal to finish construction", just like you do when at your pop.cap.

I've not seen this yet myself though.

This will happen a lot with ships. It happens because there is not enough room to place the new unit. Move your existing ships away from the building and it should complete construction normally.

Bothersome I know, especially because with enough ships you have to move them outside the repair range of the dock.
