balanceofpower: I don't know if there are "specs" the way you might expect; and by specs I assume you mean what difference the AI gets at different difficulty levels - similar to the AI bonuses in games like Civilization where they receive 10 / 25 / 50 / 100 percent bonuses on difficulties above Prince.
However, in EE it looks like the AI already gets as many resources as it wants or needs according to the EE Wiki page:
http://empireearth.wikia.com/wiki/AI_Cheat Therefore the AI difficulty doesn't affect how many resources they acquire but rather, more simply, how "aggressive" it is in tech'ing up.

Sorry I guess using the word "aggressive" is the wrong choice of word even though I tried to place some "emphasis" on it by putting it between asterisks.
By aggressive I don't mean AI behavior being more aggressive, as far as I am concerned EE's AI is much too simple for that level of sophistication.
In this case, what I meant by aggressive is the threshold the AI is allowed before it can tech up and/or recruit units. If the information I found is true, the AI already has access to all the resources it needs (its use of citizens to cut word, mine, etc... is purely cosmetic).
Therefore AI difficult affects how fast the AI is allowed to tech up and build units. On normal it might be (for instance) 4-5 minutes before it techs up; on Hard it might be 3-4 minutes.
That's what I meant.
However, bear in mind that a lot of this is speculation and inferred information. There doesn't appear to be a lot of information published on EE's AI. However, even on normal difficulty EE's AI is notorious for its cheating.
