I had the same issues and I'll try to explain how I fixed it.
First of all, sorry about my tarzan english.
Every time I tried to load game, EE crashed. I was looking for some solutions on several foruns and all I had was tough explanations. Considering I'm not an expert, I've tried hard to fix it as easy as anything.
Solution: I just right clicked on the icon 'Empire Earth - The Art of Conquest' and selected Properties. Then, Compatibility. COMPATIBILITY MODES DIDN'T WORK. There's no need of changing nothing here.
At Settings, I selected Run in 16 bits and Run in 640X 480 screen resolution. Apply!
After this, everything worked fine by me.
