This is concerning the free EE that was just given out recently (thanks gog! :) )

So, I download the setup.exe and I run it. After checking for file integrity, it gives me an error that says" The setup files are corrupted. Please download a new copy of the program." I've deleted and reinstalled the setup.exe numerous times, but that error window still shows up. What do I do?
I suggest you to re-download the installer using GOG downloader. The error indicate that maybe the file was corrupted due to data loss, bad connection etc.
Ehh, just tried it a few minutes ago. Still doesn't work, as the things noted above keep popping up. Does anybody else have any other ideas as to what I'm doing wrong?

Just in case, as this does come up every so often, I'm using Windows 7.
If you get the "Setup files are corrupted" message from GOG's installer then your setup files are indeed corrupted. Maybe you can compare your MD5 hash of the files you have with someone else who has a working copy (I've not yet downloaded it myself)?

But yes, possibly as it is now free there is a large demand for the files on GOG's server and you are getting a degraded service for that particular file, or maybe your internet is missing packets. Alternatively your anti-virus or firewall could be interfering with the download.

All I can recommend at present is to try again, or try disabling anti-virus and/or firewall and trying again.
