I want to know if someone can tell me how to get more army, I am in the last dynasty and I only have 2 army in my city and i cant built more.. someone can help me?

Do you have an Administrative City, Palace, and Elite Housing (Lavish Siheyuans or higher)?

I didnt have Elite Housing... that was the problem :)
