Okay... so this is a problem I had in 1.4
(used to play a lot of EoFS... including Mods... now 1.5 is out I am back playing again :-) )

I promise other houses a Ministry to get myself elected...
Sooner or later this will work.

I become Regent... and the house (or houses) get the Ministries they have been promised.
Then we have another election... and after I win I try to reassign the Ministries.
["You promised that office already"]

Hmmm.

So just to check I then loose the next election and the Ministries are reassigned by the new Regent.

Next election I win... no promises made (by now I have the majority of votes on my own)
and I try to reassign the Ministries...
["You promised that office already"]

Well... yes... I did promise that once... But not forever!

So;
Is this a bug?
Is this working as designed?
Or do I simply not understand the Diplomacy properly?

Can you provide a savegame for that?
I can. Current game playing vanilla in the lost worlds map.
Away for next 24 hours - send me the details on where to send the file.
Actually - i have quite a few files on this game - including the autobackups - do you want them all?

Anyone else had this?

** Note: I should mention the file has another bug in it... when taking ministries back from AI players there will often be bugs on(in?) certain hexes... usually involves a space transport unit of some kind - which is loaded - when i highlight that unit - to move it = game crash.
I know the solution to that - simply do not touch those units.
Long term fix is to hand that Ministry back to the AI... which can then clear the error.
I 'think' this might be due to mixed unit stacks... but never been sure. I simply find the points which cause the game to crash and avoid them.

Interesting. Can you access our discord server and post there savegames?
Can you send me an email address via private post?

You need to enable chat, otherwise I cannot contact you.
I would like to thank Luxor70 (an Emperor Wars Dev) for taking the time to look and provide this answer

"Actually, it seems that ministry, once they are promised, cannot be changed. It's core 1.51 actual behaviour."

Sigh. EoFS certainly has some odd 'Working As Designed" features.

So... I just give up the Regency and crush them all.

Do I understand correctly, that this is hardcoded? Or is it just vanilla behaviour?

That's certainly a bit annoying... ;-)

Maybe something for the 1.6 patch. Have no clue as to how difficult this would be to change.
There are a few things I would love to change in this game.
For example :
Different 'rebel' forces and / or (non playable) minor houses.... (would be fun for the historic mods)
Church factions that can act with a degree of autonomy...
Guilds... as in the lore... maybe accessible through diplomatic interface...

But (as a person with programming experience) I remember that this game is 25years old.

At the time... this was probably all in the 'too hard' basket.
Not to mention that the top of the line processor back then was the Pentium II
Even an i3 leaves that for dead.
https://gadgetversus.com/processor/intel-core-i3-12100f-vs-intel-pentium-ii-400-mhz/

This particular issue (promised ministries) has me a bit puzzled as I would have had these diplomatic 'promises' set with a flag (which would have been reset every election) but I haven't seen the code...

Still all that said... it is a 25 year old game i was happy to pay for again.
