Every time I try to turn in the quest to Born he just yells "Help Criminals!"
I can't find anything online about how to solve this and I'm at a lose. I'm at the point where I'm going to attempt a refund soon as there is no indication as to what the issue is.

Has anyone else ran into this issue? I checked if I had any fines with Ragnar and I apparently do not. So I have no solution to this problem.
