After Quickloading the FPS are locked at 30 until I tab out of the game and go back again - Any ideas?

I have not experienced this. If you are running fullscreen windowed, then perhaps try switching to exclusive fullscreen.

Problem was the FPS-Counter (FRAPS). Turning it off, solved the problem. Thanks anyway.
