So I was fooling around with an infinite money, infinite skill points and infinite attribute points exploit I stumbled upon, and I either broke something or the skill requirements shown for these skills is not accurate.

Attack Strength 2
Jet Pack Attack
Enchant Weapon
Seeker Shot

I can confirm I have ALL the shown requirements for ALL of these skills. Every line in the requirement section is green.

Maybe there's a hidden level requirement for these? That'd be a bit odd for Jet Pack Attack, but the others are almost certainly meant for a higher-level character.

If anyone else has experienced this or has some idea, please share, thanks.

Enchant Weapon and Seeker Shot need the berseker faction requirement.

I figured it out! I was simply confused. I had an amulet equipped that boosted my dex- so my BASE attributes weren't sufficient!

i did jet pack attack it only once activated it when i dindt need it but when i tried it again because it showed me that a jetpack attack with a melee wepon from above it wouldnt do it anymore ahahahaha damn this game got so many broken stuff... ow and the dodging doing dodging when i dont need it fall off a cliff... well almost needed to get pronto back with me jetpack then get killed by a shadow lol
