You need Open Morrowind for proper controller use: https://openmw.org/en/


For Oblivion you need the NorthernUI mod: https://www.nexusmods.com/oblivion/mods/48577?showtopic=6687637&p=60716487&tab=description. There's something called "Nothern UI away" that gives you the controller support without the GUI changes, but I can't find the link.
