I used the "Tower Key" ability one time but it doesn't refresh next day. Actually I can't use it anymore. Do you know how to solve this?

Has at least twenty-four in-game hours passed?
Do you have the Unofficial Patches?

If so, then I guess a Bethesda Bug says hi. ;) A save-game editor might help, then, but I can't recall ever actually using any.
